Continuing Students ONLY
All certification forms will accessible online via the Veterans
Engagement Services website under “Step-by-Step Certification
Process – Continuing Students”
All Supplemental documents can be uploaded via the same link along
with certification requests
Link will be accessible for any upcoming semester 120 days prior to
the 1
st
day of class for that semester. (See Opening and Closing Dates
Chart Link below).
Note: Links are pre-programmed and will close regardless to what day these dates fall on in each academic school year.
Certification Process for Continuing Students
Step 1
Register for your classes during Priority
Registration period. (See Registration Begin Dates Chart via link).
Complete ONLINE Certification Request Form to
use your benefits. (please DO NOT request certification with a
partial schedule of less than 6 credits)
If you have registered with a Full-Time Schedule
(12+ credits) make sure you submit your Student
Health Insurance Waiver. (Undergraduate students
ONLY)
Remember….
Step 2
VA Does NOT pay Health Insurance fees for
ANY chapter.
Health Insurance Waive Out period for Fall &
Spring typically end on the Monday of the
Drop Date scheduled for that particular
semester.
Health Insurance Waive out Link can be found
at the Morganstudentinsurance.com website.
Additional Things to Remember….
Step 3
Certification Requests are NOT automatic and
Certification requests MUST be completed
each semester you want to use benefits.
All schedule changes MUST be reported
within 30 days of the actual change.
Withdrawals from classes can cause benefit
penalties. Call your school VA office for
assistance BEFORE making a decision.
Need to go TDY or Complete Military Related
Training?
Step 4
Only applicable for
NG, Active Duty and
Reservists
Notify the your SCO and any Veterans
Engagement Staff member immediately
upon your notification of training.
Set-up and appointment to discuss the
steps you need to follow.
Bring a copy of your student or military ID
and military orders with you to your
appointment.

Certification Requests MUST be completed each
semester you want to use VA benefit as your
funding source.
All schedule changes MUST be reported within 30
days of actual date of the change.
Withdrawals from classes can cause benefit
penalties. Schedule appt. with Veterans office
BEFORE making a decision.
You MUST meet the University Satisfactory
Academic Progress criteria of 2.0 GPA or more.
Residency Change Considerations….
Step 6
Residency request documents can ONLY be
submitted to your on-campus SCO’s office when
registration periods are OPEN.
The Last Day to submit your request for residency
change consideration is by 5:00pm the Friday
before the LAST DAY to ADD/DROP. (NEW and
CONTINUING students.)
Documents needed are case by case. Please see a
representative in the Veterans Engagement Office
for more details.
Chapter 31: Vocational Rehabilitation Program and
Book Store Purchases
What To Do!
Your VA 28-1905’s are processed along with certification by
your schools SCO.
Documents are emailed to the Book Store Manager to
create an account for you.
Students MUST report to the Information Counter (Check-
in) within the Bookstore
You will Receive a Orange Card (labeled Textbooks, or
supplies)
Go Shopping, when done, take Orange card and your
merchandise to the Cashiers counter
Books are billed directly to Vocational Rehabilitation Case
Manager
For Your Information
You can buy other equipment with this benefit as long as its
necessary for you to complete your studies. Bring all
requests for equipment to the SCO.
Book store generally applies VA-28-1905 within 24
hours.
NO 1905 on hand, means NO books.
Verify the expiration dates on each VA 28-1905 that
you submit to the Veterans Engagement Office. This
document is ONLY valid for those dates.
Certifications WILL NOT be processed without a
valid VA28-1905 on file.
Other supplies such as laptops, computers, or
specialized equipment may take longer to process.
Please allow 3-5 business days for processing and
shipping.
Allow an additional 5-7 extra business days for
customized items.
Chapter 33: Post 9/11 GI Bill
DON’T FORGET
YOUR funds for Tuition/Fees come DIRECTLY to the school
Your funds for MHA and Books go TO YOU.
Your funds DO NOT pay for Health Insurance.
You MUST have alternative funds to cover Health
Insurance or you MUST waive OUT
You must complete ONLINE Certification Request Form
Every Semester
For Your Information
YOU should ALWAYS use Priority Registration Options
YOU may be eligible for a Deferral Payment Agreement with
Morgan State University to cover for Housing cost until your
funds arrive. Confirmation letters of benefit can be
provided by VES office. Request one today and go to see the
Bursar for more detailed information.
Notify VES immediately of ALL account/schedule changes.
You can incur debt to the school and to the VA. Please see
any VES staff member before making any adverse
changes to your schedule or account.
You can use your benefits for any semester that the
university has scheduled classes.
Your benefits WILL NOT be processed until approved
documents are received.
Administrative Deferral Markers may be placed on your
account as temporary credits until funds arrived, if you
complete your documents timely or at the discretion of the
SCO. (See certification request opening and closing
deadlines)
Based on your benefit percentage you may be eligible for
our Yellow Ribbon Program. Click the Ribbon below.

Chapter 35: DEA Students
DON’T FORGET
This benefit takes 6 weeks minimum to process
YOU should ALWAYS use Priority Registration Options
Your funds DO NOT come to the school
Your funds DO NOT pay for Tuition/Fees (stipend ONLY)
You MUST have alternative funds available to cover your bill
(FAFSA, Scholarships, Grants, Outside loans etc.)
Please provide your sponsors social security on your
certification request.
For Your Information
YOU may be eligible for a Deferral Payment Agreement with
Morgan State Universities, Bursar office. Confirmation letters of
benefit can be provided by the Veterans Engagement staff when
applying for an agreement. See a VES representative.
You ARE NOT eligible for temporary credit markers on your
account. Please Act early so you don’t lose your classes.
You may also be eligible for the Edward T.
Conroy Scholarship or the Afghan/Iran Conflict
Scholarship along with this benefit, if you are a
Maryland Resident. Go to the Maryland Higher
Education Commission website for more
information and eligibility criteria.
You can use your benefits for any semester
that the university has scheduled classes.

approved documents and information
necessary are received.
